Pines Circle Dedication
9/11 2003: A new Old Glory is proudly
flying at the Sea Pines Circle. During a solemn
memorial ceremony, held during mid afternoon, the
town mayor unveiled the forty square foot Flag
which will wave from atop the sixty foot pole.
Next time you are stalled waiting to enter the
circle, glance up, you will feel proud.

files. Malicious code programmers are
targeting the younger generation with
"supposed downloads of the latest
video games or cool options like
screen savers or desk top
themes". These are decoys to get
one to open the file and to breath
life into a worm or virus. Be very
leery if you get an e-mail from
"freedesktopthemes"
as this a disguise. It is a worm
looking for a default mail server to
send a mass email.

| More timeshare:
The Marriott Company is in the
developmental planning stages of
another timeshare project. The
proposed 139 unit project is slated to
be built on 24 acres in the Chaplin
area between Burkes and Singleton Beach
roads. This parcel is one of the
Island's last remaining undeveloped
oceanfront tracts. Surfers, looks like
your quiet beach area is about to get
a bit more crowded.
Much
to the chagrin of The Cyprus in Hilton
Head Plantation, Ken Taylor of the
notorious Spinnaker Company, has a new
company name and is attempting to
get permits for timeshare units
on Skull Creek. Our feel is Taylor
would love for the Town to initiate
purchase proceedings. More on this next
month.

The fall a great time to be on the
Island, and really wish y'all could be
here. The weather is perfect and it is not
crowded. Although, if you can not be here
now, the next best time is anytime. We

Town
to Fund Heritage
One percent Hospitality Tax to raise
1.8million. On September 17, The Town
Council, in the face of much dissidence,
unanimously proposed to increase the
Island's Hospitality Tax a percentage
point. By increasing the HT to the legal
limit of two percent, the council feels it
will raise 1.8 million dollars. Effective
April 1, 2003 and to last for one year,
the HT will be applied to all prepared
food or beverage purchases on Hilton Head
Island. The generated revenue is earmarked for the
Heritage Golf Tournament. Again to be
known simply as The Heritage. During summer when
MCI- World Com, the past major tournament
sponsor, fell into financial difficulties,
the Heritage and the PGA disavowed their
relations with the troubled company. This
left The Heritage with no major sponsor, a
financial deficit, and a tournament eight
months away. The tax money is expected to
be a temporary solution while the
Foundation hunts for a new sponsor.
Although no major sponsor has yet come
forward, The Heritage will proceed as
scheduled, April 14-April 20, 2003, and
another sell-out is expected. It is not
too early to make your reservations.

Island Flotsam
Traffic Accidents Down Hilton
Head Monthly reported [sic] according to
the Beaufort County Sheriff's Office,
during the first six months of 2002
vehicle collisions declined 12 percent.
According to the report the Island had 822
vehicular collisions during the first half
of the year. Wow!!! We are averaging less
than 5 accidents per day.
The Robert Trent Jones In Palmetto
Dunes, one of the Island's oldest
courses, reopened on Labor Day weekend.
The RTJ is the course which parallels the
Parkway just North from the PD entrance.
Extensive renovations were completed, and
they know the drainage has improved as it
was severely tested during the weeks
nearly twelve inches of rain.
Beach Matting Down After much
delay the Town has installed beach matting
at the Coligny Beach Park. The matting is
to aid wheel chair and walker access to
the beach. It is not the final solution,
but it is a move in the right direction. Bike
trails This past year the
Town added 5 miles of Bike/Leisure trails.
This brings the town total to more than 32
miles of trail.

Chaplin Community Park Opens
Located between Singleton and Burkes
Beaches in the mid Island area, Chaplin
Community Park finally opened Saturday,
September 21. The 65 acre park, much in
the news for construction delays and legal
suits, when totally finished will have,
three multi-purpose fields, four lighted
tennis courts, a one acre dog park, two
basketball courts, leisure trails, rest
room facilities, children's playground and
parking. The land is part of the tract the
town purchased in 1995. The part of the
tract near the folly is purported to be a
future park. This is the third recent
parks project in the mid Island area. The
Park at Shelter Cove has been functioning
all season offering free concerts and
community events, while the vista of Broad
Creek, at the old Texaco, is continually
upgraded. The Chaplin Park was greatly
aided by private and business
participation. The Arthur Blank Foundation
donated $62,000 for the basketball courts;
Public tennis inc. a local nonprofit
organization, raised $50,000 matched by
the Hilton Head Foundation for the four
lighted courts; local citizens raised
$25,000 for the dog park, and The Marriott
Vacation Club and its Island employees
raised $75,000 for the children's
playground. The Park along with the
planned Marriott timeshare will certainly
increase traffic to this once quiet beach
area.

Loggerheads Prefer Hilton head
Kim Washok, vice president of
science at the Costal
Discovery Museum and the coordinator
of The Sea Turtle Protection Project
recently reported that this nesting season
is appearing to be Hilton Head Island
second best season since the island
initiated counting. According to Washok
170 nests have been laid. The yearly
average had been 115. However, Washok went
on to explain, this increase is not
unexpected. Female loggerheads normally
nest on a two or three year cycle, and
three years ago the Island was home to 218
nests. When asked the hatchling survival
rate, the coordinator was unsure, but felt
it would be better than the 38% rate in
the past. . Other county areas have not
had as optimistic reports. Fripp Island
reported twenty-four nests, while Hunting
Island reported 44, and although
Pritchard's Island reported ninety- four
nests, they had been expecting more. The
nesting season normally runs from May 1
until October 31. Troublesome for this
years nests has been the torrential rains.
In June and September the rain seemed to
come all at one time, and since the turtle
eggs are porous, heavy rains can form
pools in the nests and drown the
pre-hatchlings.
