Linear
Park?
On Tuesday October 29, the Town council agreed to purchase
the 2.27 acres presently occupied by Coastal Motors. The parcel
has approximately 250 feet of Broad Creek frontage and nearly an
equal frontage on William Hilton Parkway. According to Mayor
Tom Peoples the parcel's location, sandwiched between Abe’s
Shrimp House and the three recently cleared acres we call the
Vista, is an integral part in the Town’s effort to create a
linear park
The Linear park concept has long been in
conceptual phase, but this purchase across the street from the
newly opened Chaplin Community Park is certainly another step
towards its creation. The added Broad Creek frontage will open
another creek vista, and potentially create public access.
The envisioned concept is the creation of a
pedestrian walk of boardwalks and paths connecting Singleton
Beach, marsh, and creek, ultimately reaching Shelter Cove Lane
and Shelter Cove Community Park.
Last weekend in Charlotte, during at the Mayors
Institute on City Design, Mayor Peoples presented the towns
concept and goals. One Institute mission
is to present fresh ideas to new projects and
problems. A challenge the Town faces is creating the park
so it is mutually beneficial to the immediate landowners and
business. Another obvious obstacle is the additional parking
requirements.
FYI At
a cost of $820,00 for the new parcel, the Town has now spent
$107.7 million in its land acquisition program. The town will
now own 1,085 acres..

Virus Alert
November is the third anniversary of Bubbleboy, the first
automatic malicious code. Since its birth other malicious codes
have followed, notably Klez and Bugbear.
We are in an era where program security problems are used for
malicious reasons. Written in VB script these viruses execute
themselves in the Windows Scripting Host. "This code does
not arrive in an attached file, but instead runs automatically
once the infected message is open."
To protect yourself it is important to use caution. When
possible scan your messages with updated and reliable anti virus
software. Update your system with the latest patches, and if you
are using a preview pane, deactivate it.
Prevent Hack Attacks If you are using DSL or a cable
modem there are other measures you should take to secure
yourself. If you are not using a firewall then you really should
consider it. We use the Zone Alarm Pro V3, but you may not need
this much security. As long as it is for home use, you can get
the basic version for free. This is a great program and will
block unwanted traffic, allow you to specify which applications
have internet access, and will stop e-mail VBS worms. To get the

Turtles
Rained Out of Good Year:
What at one time looked like a good turtle
year ended on a sorry note. Less than 70% of the 170 Island
nests were considered successful. Success is calculated by the
number of emerging baby turtles. With each nest containing
roughly 120 eggs, a 10% hatching rate is considered a success.
This year’s poor results are blamed on the heavy September
rains flooding some incubating nests, the poaching of two nests,
and erosion washing away 19 nests.
According
to scientist at the Virginia Institute of Marine Science at the
College of William and Mary, for every 10,000 eggs laid one
Logger Head will reach 25 years of age, the adulthood
reproductive age. Once
reaching this age the turtles will mate at sea every two to
three years and the female will return to her birth beach to
prepare her nests. So, twenty-five years from now Hilton Head
could become the home to two more nesting Turtles. Hope they
make early reservations.
Concours a Success:
The recent Concours D' Elegance was
considered a huge success. The weather cooperated and more than
5000 roamed the Honey Horn plantation gazing at more than a
hundred pristine automobiles. Honey Horn was a tremendous venue,
and this show far surpassed the past events at Harbourtown and
Shelter Cove Marina. Hopefully, the event will continue, and if
it does then next year we will pack a picnic.
Festival
of Trees:
The Hallelujah Singers will kick off the 17th
annual Festival of Trees at an opening night party on Sunday,
November 24. The
Mall at Shelter cove is hosting this year’s event. The
wonderfully decorated trees will be on display until December 8.
This year’s event will also include light displays.
Turkey Trot:
The fourteenth annual Turkey Trot is
scheduled for 8am Thanksgiving morning. The walk/run 5k and the
10k both start at the Boathouse Grill and traverse Hilton Head
Plantation. Nearly a thousand participants are expected. If
interested, you can sign up at the Island Rec Center.

We
hope everyone escaped last weeks ravaging storm. The
Island was unscathed except for a little bit of rain and
some winds which gave the pines a little trim.
The
Island is in its quiet time, but what a great time to be
here. There are actually quite a few super events that
have been happening, and it has been warm enough for the
beach. The golf courses
are in great shape, and the Island is not crowded. Best
of all , we have not needed to toun on the heat.

No for the Tax
Increase
It was a
surprising outcome as voters overwhelmingly said NO to
the proposed 1% sales tax increase. The No vote rejects
the idea of increasing taxes to raise the 63.8 million
dollars thought necessary to expand highway 278 to six
lanes, and other road projects.
The vote outcome clearly indicates
a county division. More than two thirds of Hilton Head
Island precincts voted no and only one precinct north of
the Broad River voted yes, while nine of ten Bluffton
precincts voted yes.
It was not surprising the Bluffton
area overwhelmingly supported the road and tax
initiative since the bulk of the monies were to be spent
improving the roads in the immediate Bluffton area. Nor
was it a surprise northern Beaufort County was so
against the tax as there was no immediate benefit to
them other than a few thousand dollars indicated for
some bike paths. However, it was very shocking to the
tax advocates that Hilton Head did not support the
measure. The proponents neglected to consider the fact
islanders have adjusted their schedules to avoid the
congestion, and do not need to deal with the congestion
on a daily basis.
There is no question something
needs to be done to alleviate the traffic congestion. To
the voters it was a question of who should pay. The
detractors of the amendment advocate the State should
bare the fiscal responsibility to provide the necessary
infrastructure to support the State’s largest
industry, tourism.
The defeat of the tax proposal has
the Bluffton officials who backed the tax scrambling.
More than 15 million was dog-eared for the Bluffton
Parkway completion. Sure of its passage, they had no
plan B.
The widening of 278 from Bluffton's
Simmonsville Road to the bridge is unaffected by the
vote. The monies for this widening project are
solidified and work is expected to start in the
beginning of the year. However, there have been some
rumblings the Bluffton officials supporting the tax
increase would like to divert some of these funds for
other road projects. Hope this is not what they consider
plan B.

The
Stony Problem
The Stony area
and the Town are half way to having an agreement as to
what type of development should be permitted in the
Island’s gateway community. On Wednesday, November 7,
the Island’s Planning Commission unanimously supported
and forwarded
the most recent development plan to the Town Council for
final approval.
The Stony area is the community one
first encounters when driving over the bridge.
Stretching more than two miles, from the bridge to
Spanish Wells Road, and the hidden spots along Squire
Pope Road, this area has been trying for more than
thirty years to get two key issues resolved, density and
developmental rights.
The commission’s newest plan
allows resort uses like timeshare, hotels, and motels.
However, it restricts the density to eight units per
acre. The Stony landowners pushed for a density level of
twelve, voicing the opinion that low density and strict
zoning standards have prevented them from reaping the
true property potential. Some Stony residents argued the
Town is attempting to punish them for a problem the Town
created. But to the Town’s decision makers, the
traffic impact is the major concern, and remained
resolute on the density level.
At first, the Commission was
reluctant to include timeshare because it is such an
intensive resort accommodation. Moreover, members did
not feel it is the best land usage. But as Perry White,
owner of the Gullah Market, remarked, the owners want
the ability to develop and “ to protect the rights and
interests of future generations,”
adding “ because timeshare is allowed does not
mean it will be built.”
The plan will now go before the
Town Council for its final approval, and is not expected
to encounter opposition. No date has been set for the
plan’s next reading.

Sea
Pines Tennis Top Ranked
In the
latest rankings of Americas 50 Greatest Tennis Resorts,
Tennis Magazine has ranked the Sea Pines Racquet Club
number two. The biannual rankings, conducted by a panel
of guests and the magazine raters, are based on
amenities and programs. When the ratings were initiated
in 1994 Sea Pines was rated number 1 and has never been
ranked lower than number 2.
This is quite an accomplishment,
especially when considering the Family Circle is no
longer held at the Club. Much of the credit must be
given to the Racquet Club staff who have always been
super friendly and accommodating, and of course kudos to
Stan Smith and the Smith-Stearns Tennis Academy.
Kiawah Island was the only other
state club ranked in the top ten which is listed
numerically. The next forty are listed alphabetically,
and two Island clubs made this list. Palmetto Dunes
Resort and Shipyard are again listed in the top fifty.
No wonder guests refer to the Island as a Tennis Mecca.

Flotsam
Driving the Point
Home.
On
Thursday morning, October 24, Elizabeth Mabry, executive
director of the South Carolina Department of
Transportation, was slated to give an overview
presentation on South Carolinas under funded highway
system. The informational meeting was scheduled for 9:30
am at the Marriott in Palmetto Dunes.
The same informational meeting had
been held the previous night at the Palmetto Electric
Co-Op’s New River headquarters. In a cost saving
measure, the assistant in charge of the presentation
materials did not stay on the Island, but rather drove
home.
On her way to the Island Thursday
morning, the assistant was caught in one of the
Island’s notorious massive traffic jams causing a
delay in the meeting. The cause of the six miles of
traffic backup was a minor rear end collision between
two cars in the eastbound lane of highway 278. One can
only imagine the horror if it were a serious pile up.
Swingtime Christmas:
Opening November 27,
"Christmas at the Swingtime Canteen" will be
presented at the Island's Arts Center. The show about a
glamorous movie star and her four Hollywood friends
doing a USO show will feature more than 30 sentimental
musical classics popular in the WWII era. This show will
run until December 22. For more information call the
